How do I improve my kicks?

I have a lot of trouble with my back stoke and freestyle kicks. Whenever I do the drills with a board, I'm always last. I have very flat feet and often get calve cramps. The cramps don't bother me much anymore, they're a bit less frequent and less painful. I manage to ignore them most of the time, but I still get them almost every time I swim. I'm great with pull drills and I think that my lower body is slowing my down. During my last competition, I barely kicked while doing 200 freestyle. My freestyle kick has improved, but I still have a long way to go and my back stroke kick is just horrible. I can bend my feet all the way now thanks to training, but I don't think it's enough.
I also tried training my calves out of the water, but it's not effective and boring. I'm 15 and do around 2:45 in 200m freestyle. I started swimming when I was 10 and never took it seriously until now. I want to improve, no matter how much I have to work.

Well i was just the opposite until i started training my arms...

I used to be a cross country runner, which gave me amzing endurance and leg strength behind my kick

Fins,
Swim with fins, they force your legs to do the right motions, the more you swim with them the more you'll feel the natural correct motion for your legs!

The kickboard sets will defintely help, but you need to also focus on your technique,
Ask your coaches what your doing wrong.
You wanna keep those knees completely straight and move your entire hip! fully flexed straight pointing toes and feet!
Good strong fluid motions! member that your body should be turning also, your feet should be swaying back and fourth with your pulls to keep the least amount of resistance..

Also, what really helped my technique was watching other swimmers believ it or not.
Watch whoever you can and notice the good swimmers from the bad swimmers.
After i watched other swimmers i realized what they did and ideas to try that could improve the stroke.

Mmm and finally just think about the science behind it!
how can you move the most amount of water, what are your feet doing, just everything behind the stroke!
