Is it necessary to charge Lithium Ion batteries before using them?

More specifically, I just bought a laptop (with a lithium ion battery, of course) and am wondering if it is best to charge it fully, before using it (I'd be using it plugged in, if I did use it) or if it doesn't matter. Thanks in advance for the help.
