Car starting problems!!!?

I own a 1998 Bantam with 3b engine. The vehicle was driven and parked and would not start again two hours later. I concluded that the problem was electrical so it was towed home. My auto electrician concluded that the problem was a burnt out coil which was then replaced. The vehicle still would not start thereafter. I then removed the coil and distributor and had them tested at a Bosch agent who said all was working perfectly. My auto electrician then noted, on assembling all parts and again trying to start the vehicle,that voltage from the ignition to the coil was only 9.7 volts. The battery was then charged over night and again an attempt to start the vehicle failed. I now note that the vehicle is cranking at a higher rate than normal when starting so i am baffled. Your expert advice will be appreciated.
